The social and political changes require developing new curricula in the system of higher education. The objective-based syllabus must be replaced by a competency-based syllabus. The Skills to understand specialized texts are of a great importance. Developing of the competences of the reading of the specialized texts is very important at this moment. So the steps of the understanding of the text meaning are of a great value.
