Abstract:
We can establish a precarious situation in education of Basarabia at the end of the nineteenth century, caused by the indifference of the tsarist authorities to this field, especially in gubernatorial peripheries. A low level of education of the population, we find in Orhei, too, although County Zemstva tried to improve the situation, but there were some elementary schools only in net capitals and several villages. In 1899, gubernatorial Zemstva decided to distribute 21 thousand of roubles as assignations for construction and equipping of new school buildings, when Orhei County got the sum of 3000 roubles. The population welcomed this decision and so, village communities strongly expressed their desire to build schools, agreed to make a financial and physical contribution and other kinds of work. The need of training people who sought for help from getting out of ignorance was evident. The gubernatorial Zemstva gave the priority support to the educational institutions and professional environment without detriment to primary education.
