Abstract:
Articolul „Drepturile copilului în contextul educației on-line în Republica Moldova”, scris de Ilie
Nasu, este dedicat unei probleme stringente cu care se confruntă Republica Moldova în condițiile organizării
forțate a învățământului la distanță, impuse de condiții excepționale dictate de introducerea stării de urgență
din cauza pandemiei de coronavirus-19. Autorul analizează încercările disperate ale Guvernului de a
organiza învățământul la distanță în Republica Moldova, indicând argumentele pro și contra acestor măsuri.
Istoricul articolului semnalează că Ministerul Educației și Guvernul au ratat ocazia de a încerca/practica
învățământul la distanță, ignorând practica țărilor europene și recomandările presei naționale (ziarul Făclia
nr. 42 din 10.11.2017 – Strategii de perspectivă). pentru învățământul Republicii Moldova, autor Ilie Nasu, și
alte surse), trezirea în momentul de criză într-o stare nepregătită a sistemului de învățământ atât din punct de
vedere managerial, material, metodologic și logistic. Iresponsabilitatea și ignoranța managerilor sistemului
de învățământ a condus la impunerea unor cheltuieli suplimentare/creștete, nejustificate, ilegale părinților
elevilor din Republica Moldova și la încălcarea clară a Constituției Republicii Moldova (art. 35, p. 4 –
învățământul de stat este gratuit) și din Codul Educației. Virtualitatea, inclusiv învățământul la distanță,
devine de la an la an o parte integrantă a vieții umane în diverse sfere de activitate. Recomandările propuse abordează atât soluționarea problemei implementării învățământului la distanță, cât și încetarea procesului
nejustificat de lichidare a școlilor mici și de formare a școlilor de circumscripție, aducând atât economii
considerabile de resurse financiare, cât și satisfacție morală, socială, psihologică pentru elevi, părinți. și
managerii din sistemul de învățământ.

The article "The child*s rights in the context OnLine education in the Republic of Moldova",
authored by Ilie Nasu, is dedicated to a pressing problem faced by the Republic of Moldova in the conditions
of forced organization of distance education, imposed by the exceptional conditions dictated by the
introduction of the state of emergency due to the coronavirus-19 pandemic. The author analyses the
Government's desperate attempts to organize the distance learning in the Republic of Moldova, indicating the
pros and cons of these measures. The article's history signals that the Ministry of Education and the
Government missed the opportunity to try / practice the distance learning, ignoring the practice of the
European countries and the recommendations of the national press (newspaper Făclia no. 42 dated
10.11.2017 – Perspective strategies for the education of the Republic of Moldova, authored by Ilie Nasu, and
other sources), waking up at the time of crisis in an unprepared state of the education system both in terms of
managerial, material, methodological and logistical.
The irresponsibility and ignorance of the education system managers led to imposing additional / increased,
unjustified, illegal expenses on the parents of the students of the Republic of Moldova and to clear violation
of the Constitution of the Republic of Moldova (art. 35, p. 4 – the state education is free) and of the
Education Code.
Virtuality, including distance learning, is becoming from year to year an integral part of human life in
various spheres of activity. The proposed recommendations address both the solution of the problem of
distance learning implementation and ceasing the unjustified process of liquidation of small schools and
formation of constituency schools, bringing both considerable savings of financial resources as well as
moral, social, psychological satisfaction for students, parents and managers in the education system.
