Abstract:
The idea of researching the school legislation from 1918-1948 starts from the need for an indepth
analysis on the evolution of the educational system, in a historical period that imposed the
Romanian educational paradigm, caused positive consequences and created a favorable framework for
its development. The sources of research, direct and indirect sources, can be found in the county and
national archives, in the yearbooks of the researched period, in publications, testimonies and other
sources of the time. The historiography of the problem was treated sequentially, without logical and
chronological connections.
We start from the hypothesis that each article, of each school law, had consequences at national
level and, implicitly, at Neamț county level. There have been changes in every school, based on the
interventions of public authorities.
The objective of the research is to study the school legislation from the mentioned period, in the
idea of an in-depth knowledge of the functioning framework of the school system in the period 1918-1948
and of its operating principles. Without researching the history of events related to the topic of study and
previous legislation, we cannot properly relate to the operating principles of the legislation specific to the
research period. Therefore, the study will pay sufficient attention to the school laws that marked the path
of state unification and, later, created the foundations on which the modern state, Romania, began to
operate.
The methodology used consists in studying the anthologies of laws, published in Romania,
studying the views of teachers, conducting analyzes and comparisons on law enforcement, analyzing the
consequences of school legislation on the education system and its evolution or involution. Through a
recourse to the history of education legislation, I will undertake systematic studies on the process of
modernizing Romanian education and I will highlight research on local history related to national and
universal history, establishing connections between events and phenomena. One conclusion may be that the building of the Romanian school during the modernization of the
national state was the main vector of substantiation of identity, contributing to the formation of the
"nation" (spiritually, ideologically), by transmitting the cultural "imprint" and social integration of
generations . The ultimate goal was to create a school where rigor, order reigns, a school that educates
in the spirit of work and value, integrated into the community, a school that forms characters and
behaviors.
