The quality of services provided by local public administrations directly influences the processes of ocial development within the community but also promote fairness and equal opportunities between all existing social classes. Social services address directly the population of the administrative-territorial unit, and their effects are always judged in terms of human values, not only in instrumental terms, because they have moral consequences on individuals, families and communities. The topic of service quality has attracted the attention of many national and international researchers. In the same way, the issue of service quality was approached by the central authorities of the state, which should develop quality
