Abstract

According to the specialists of social protection, modern technologies of social services for an individual or a family do not reflect the specifics of each difficult life situations (DLS). This causes difficulties associated with the adoption of adequate measures to resolve them. Improving the effectiveness of social protection programs for citizens in difficult life situations is possible if multiple approaches to the definition of the term “difficult life situation” are unified. A state that guarantees its citizens support in the event of hitting a difficult life situation, and in order to overcome it, should change the concept of the social work paradigm. The beneficiary should not be considered as a passive recipient of various types of social assistance and services. The concept of “social support” must be introduced into the structure of social support, thus the system of social services, in its traditional sense, will be only part of the services in the complex of social support measures.
