Abstract

Upon joining the Council of Europe and other international bodies working in the field of protecting human rights, Moldova - assumed the obligation to apply and respect the rights of detainees to reform the prison system, to create adequate conditions of detention, improving the execution of the punishment, release prisoners and developing training programs for their social reintegration. The issue of compliance and enforcement of human rights has become a timeless, by focusing on content, production and national defense. In a democratic society, in order to ensure effective human rights, it is important for the state, the Constitution, and law, the institutional system to respect and implement practical commitments under international conventions and treaties
